In accordance with state law (RCW 43.09.200), our Office prescribes budgeting, accounting and reporting (BARS) requirements for all local governments.  BARS Manuals include the prescribed uniform charts of accounts, accounting and budgeting policies, guidance for preparing financial statements and instructions for preparing supplemental schedules required as part of the annual report to our Office as required by state law (RCW 43.09.230).
